Bhubaneswar: Now, landlords can no longer arbitrarily increase rent or force evictions. The state government is going to bring the ‘Odisha Urban Area Rental Control Act-2026’, which will provide legal protection to both landlords and tenants.
The government has planned to implement this new law by repealing the existing ‘The Odisha House Rent Control Act, 1967’ and its 1974 Amendment Act. This rule will be applicable to all types of residential houses, shops and houses rented to schools and colleges in the city. However, this law will not be applicable to factories, hotels, lodges and dharma shalas, government quarters, company houses, religious institutions and properties of Waqf Boards. Although both parties can agree to this rule if they wish. According to this piece of legislation, no house can now be rented out without a written contract or ‘tenancy agreement’. It will be mandatory for both the landlord and the tenant to jointly inform the local rent authority and their police station officers in the prescribed form within two months of signing the agreement.
